May 6, 1976 PRELIMT. NARY NOTIFICATION OF SAFECUARDS EVENT -- PNS-76-17 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. BOMB THREAT At 9:25 a.m. May 6, 1976, the licensee (PG&E) reported the following by telephone to the Region V Office (San Francisco):

A disc jockey at a radio station in Santa Maria, California, reported to the licensee on May 5, 1976 that he had received a telephone call from a man at 8:50 p.m., May 5, 1976, who stated that his brother and another individual had welded a bomb into a pipe at the Diablo Canyon reactors and that the bomb was set to explode " tomorrow morning" (May 6, 1976f a.m.)

He said that he was calling because he didn't want anyone to be hurt.

The conversation was not recorded.

PG&E evacudted'the workers from the plant and started searching the entire plant, with particular attention to recent pipe welds. The search will continue through May 6, 1976. Workers will be allowed to return to' work at 6:30 a.m. on May 7, 1976 if nothing happens meanwhile.

This information is current as of 3:30 p.m. May 6,1976.

The local FBI was notified by PG&E. The local law enforcement agency has not been requested to assist in the search but are on call.
