L June 4, 1976 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT -

PNS-76-22 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:

BOMB THREAT At 12:10 P. M. today, a senior member of the IE staff was called by Cal Burch, SEC, who reported that a telephone bomb threat was received by the contract guard force at 11:56 a.m.

The threatener had stated that a " bomb would go off in E/W Towers in fifteen minutes." Mr Burch indicated that the Montgomery County Police had been notified.

The initial decision by IE management was not to evacuate the building because of the proximity to explosion time.

Instructions were issued

to lock the safes and to stay away from the windows. At 12:30 P.

M.,

the decision was made to evacuate NitC personnel. Other occupants of

the building had evacuated earlier.

t NRC, Space in the building was searched by contract security members, NRC staff personnel, and Federal Protective Service personnel. Nothing was found and the building was reoccupied at 1:25 P. M. on the recommendation of a representative of the Division of Security who was at East West Towers.
