..3, May 17, 1976 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT --

m PNS-76-19 This preliminary notification constitutes EARLY notice of events of FOSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically _

all that is known by IE staff as of this date.

Subject:

TELECON TO UTILITIES AND FUEL FACILITIES ON SECURITY All fuel fabrication facilities and utilities with operating nuclear power plants were called by the IE Regional Offices Friday evening May 14, 1976, giving them the following message on security:

"The combination of two recent events, the bombing of r.n installation of c.entral Maine Power and the theft of the credentials of an NRC Inspector an May 10, 1976, are of sufficient concern for us to alert you to focus special attention to the identification of all NRC personnel. Please assure positive identification of all NRC personnel. ' Do not hesitate to c il this office."

As of 10:30 a. m. this date, the following additional Information has surfaced:

1.

The bombing occurred on May 11, and consisted of'twd bombs, one each on the first and third floors of the new offices of the g"

Central Maine Power Compan,y in Augusta, Maine.

2.

There was advance notice by telephone of the bombing and the

building was evacuated prior to the bombs exploding.

3.

The FBI was notified and have been'very active in the case.

4.

A letter was received by the utility after the bombing, from the Fred Hampton's Unit of the People's Forces, stating that the reason for the bombing was the 14% increase in the rate structure. They also requested that no additional nuclear plants be proposed and specifically mentioned the Sears Island
