Westinghouse Electric Corporation, Columbia, South Carolina Nuclear Fuel Plant

Subject:

TELEPHONE THREAT A threatening telephone call was received at the Westinghouse, Columbia Nuclear Fuel Plant at 4:15 p.m., February 3, 1976.

The call was audited by both the receptionist and the Safety Manager.

The voice was judged to be that of a mature black male with a strong Carolina coastal accent. The caller was apparently nervous and somewhat incoherent but was apparently trying to read a prepared statement.

Understandable portions of the message are as follows:

"I've only got a minute to tell you what I got to tell you.

f This is not a direct threat,against your plant but Westinghouse had better stop this nuclear business, if they don't the NRC should do something about it.

If the NRC doesen't we are.

i The NRC~and Government does not know our true strength. We have a 100 megaton bomb."

A Westinghouse representative informed IE:II (Atlanta) at 9:00 a.m.

February 4, 1976.

W. L. Goodwin, Manager, Radiological and Environmental Services at the Columbia Facility and Dr. Claude Poncelet of the Pittsburg headquarters appeared on a local radio talk show and answered questions from the listening audience on January 29, 1976. This recent visibility may have identified the facility and prompted the generic threat.

There has been no news release by Westinghouse or NRC.

IE:II has notified the FBI.
