December 14, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76.?l8 This preliminary notification constitutes EARLY notice of an event of POSSI 3LE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

TRANSPORTATION INCIDENT RADI0 ACTIVE MATERIAL i

At 10:30 p.m., on December 13, 1976, a flat bed trailer, owned by Hittman Corporation, carrying 14 drums of spent resin (radioactive waste) in a cask, developed mechanical difficulties on I-695 at Exit 13, Maryland.

This event created a three hour traffic problem. The incident resulted in a radio broadcast indicating an accident had occurred. The truck was enroute from Hittman Corporation, Columbia, Maryland to Barnwell, South Carolina.

The spent resin was originally picked up by Hittman from Peach Bottom Nuclear Station, Delta, Pennsylvania.

Hittman Corporation representatives were on the scene. The conditinn of the trailer required the transfer of the cask to another trailer involving the use of a large piece of loading equipment. The Baltimore County Police closed the section of I-695 for approximately three hours while this operation was taking place.

The cargo was returned to Hittman Corporation, Columbia, Maryland.

The problems did not involve or cause any damage to the radioactive material which was being transported.

Media interest has already occurred, the incident was reported by a Maryland radio station during the morning of December 14, 1976. The State of Maryland has been and is being kept informed. A press release is not planned.

Further verification and upgrading of the information was obtained by Region I at 9:15 a.m. from the Baltimore County Police and Hittman Corporation representative.
