PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE-PNO-76-189 I This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

I l

l Facility: Dresden Unit No 1 (Docket No. 50-10)

Commonwealth Edison Company

Subject:

LEAKAGE FROM A SHIPMENT OF CONTAMINATED SOIL l A shipment of low-level contaminated soil contained in concrete septic tanks (and in turn, in steel boxes) was being shipped from the Dresden i I

site to a licensed burial facility near Sheffield, Illinois, on November 10, 1976. As the driver was slowing down to exit from Interstate 8C near Marseilles, Illinois, for a routine load check, the i load apparently-shifted causing the side of the septic. tank to give l way. This caused the seam of the steel outer container to split, j resulting in liquid spilling onto the ground. An area adjacent to the roadway approximately 50 feet long and 2 feet wide was involved i in the spill.

Two Region.III inspectors arrived at the scene approximately 1.5 hours5.787037e-5 days
0.00139 hours
8.267196e-6 weeks
1.9025e-6 months
4 after' notification by the licensee. The inspectors observed the licensee

. remove the affected soil along the roadway and perform temporary repairs to the shipping container, which was to be taken back to Dresden. The inspectors also performed radiation surveys (independently of the licensee) of the area and confirmed that the contamination was, in fact, low-level and that the clean-up effort was effective. The licensee does not yet have an explanation for the relatively large quantity of water present in the septic tank. g l.

The State of Illinois was informed (State Police were present at the scene of the spill). A press release is not planned. There has been no press coverage. g Region III (Chicago) received notification of this occurrence by telephone M' at 1:30 p.m., November 10, 1976, from a member of the licensee's corporate staff.
