AND NOTICE OF VIOL.ATION

Dear Mr. Wood:

On June 11,1998, the NRC completed a routine inspection at your Davis-Besso Nuclear Power

Station. The enclosed report summarizes the results of this inspection.

)

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

conditions of your license. The inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with personnel. Specifically, the

inspection focussed on the radiological effluent monitoring and control program, including

process monitor calibration and Offsite Dose Calculation Manual (ODCM) implementation, the

maintenance of the station emergency and control emergency ventilation systems, and the ' solid

i

radioactive waste management and transportation program.

Overall, the radiological effluent monitoring and control, and solid radioactive waste

management and transportation programs were effectively implemented. Effluent releases

remained low,' associated offsite dose ~was calculated in accordance with the ODCM, and both

process monitors and emergency ventilation systems were adequately maintained and

calibrated or tested, as applicable. Solid radioactive waste was characterized, packaged, and

shipped in accordance with regulatory requirements and station procedures. Station personnel

j

responsible for these areas maintained good oversight of the programs and displayed a sense

.of ownership.

However, one violation of regulatory requirements was identified for failing to audit the Process

. Control Program (PCP) and radioactive waste processing activities at the required interval.

Additionally, a weakness was identified with the development of the PCP, conceming the

frequency that dewatered wet wastes were sampled and verified to ensure that regulatory limits

surrounding it are described in detailin the enclosed report. Please note that you are required

to respond to this letter and should follow the instructions specified iri the enclosed Notice when

preparing your response. The NRC will use your response, in part, to determine whether

further enforcement action is necessary to ensure compliance with regulatory requirements.
