APPARENT THREAT AGAINST DIABLO CANYON At 3:15 p. m. on Tuesday, June 15, the Region V (San Francisco) Public Affairs Office received a telephone call from a reporter at the San Jose Mercury-News concerning an apparent threat against the Diablo Canyon nuclear facility near San Luis Obispo. The reporter said he m had received anonymously in the mail a photocopy of a flyer from a =

group calling itself Friends of The Future.

The flyer made reference to the defeat of the California Nuclear Initiative

( (Propon tion 15). It also referred to the fact that the Mothers for Peace in San Luis Obispo had been waging a legal battle for two years, but said,

" stronger action is necessary." The group made a " vow that Diablo Canyon will never go into operation." It also said, "It is necessary to first stop Diablo Canyon."

The flyer mentioned a " strategy planning session" on June 19 at a warehouse at 3098 McMillan Lane, San Luis Obispo, at 10 a.m. and " nonviolent civil disobedience training sessions" on June 20 "to prepare ourselves mentally, spiritually and physically."

The flyer said the group's "immediate goal is July 4" but did not elaborate.

'It said that representatives from San Luis Obispo, Santa Cruz, Santa Barbara and Modesto would be in attendance and encouraged representatives from other

' communities to attend.

The flyer. listed an address (1600 Madonna P,oad, San Luis Obispo) and two telephorie numbers (544-9328 and 544-7116) for response.

The reporter later said he talked with a Harvey Rosenberg at one of the listed telephone numbers, who disavowed violence as a tactic against Diablo Canyon, The reporter said Mr. Rosenberg talked in terms of a

" live-in" near Diablo Canyon, similar to a protest at a reactor in Germany. The reporter said Mr. Rosenberg had no objection to public notice of the meeting on Saturday.

It was subsequently learned by the Public Affairs Officer that at least i one additional newspaper (the Paso Robles Daily Press) also had received a copy of the flyer.

Region V has contacted the Manager of Security at Diablo Canyon and found that he was aware of the information. The company is investigating the letter and will keep us advised of any further developments.
