, PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-190A l

l This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:

INADVERTENT REACTOR CRITICALITY This updates NRC PNO-76-190 of November 15.

Based on the results of the continuing NRC investigation and on the licensee's actions, the NRC agreed with Northeast Nuclear Energy Company on the resumption of fuel loading operations.

Licensee actions were taken to retrain operators and senior operators (SRO), assign an SRO to oversee reactivity changes during this refueling outage, and to complete Safety Committee reviews of the event and planned corrective actions. The licensee has temporarily relieved personnel in-volved in the incident from further licensed activities.

NRC inspectors and an Operator Licensing Examiner (NRR) have verified these actions.

The investigation has verified that no personnel exposures or equipment damage resulted from the criticality.

Personnel from Senator Ribicoff and Governor Grasso staffs were on site and were briefed by the inspectors regarding the inadvertent criticality. f/

Media interest is expected because of ongoing attention to events of this facility. The State of Connecticut has been and is being kept informed.
