Dear Dr. Knapp:

As you are aware, the International Atomic Energy Agency (IAEA) is conducting a long-term verification experiment at the Portsmouth Gaseous Di!Tusion Plant (PORTS) on the down blending of highly enriched uranium (HEU) materials in the X-326 Process Building. USEC has been requested by the IAEA as part of the work associated with this verification experiment to withdraw j

several samples from the cascade. The IAEA is further requesting that these samples be sent to the

/p IAEA offices in Vienna, Austria for independent analysis by their laboratory.

The samples will consist of approximately five (5) to eight (8) containers (the IAEA is still determining the total number they wish to verify). Each container will have less than 20 grams of l

low enriched UF. The enrichments for these samples will be less than 10% in most cases, and never 6

greater than 20%. The total quantity of 2"U to be shipped is anticipated to be less than 15 grams.

f USEC has agreed to donate this material to the IAEA to assist in performing their mission, which will be documented by a Form 741 transfer. USEC will ship this material consistent with all applicable DOT and international regulations. If you have any questions or conflicts with USEC performing this activity, please contact Mark Lombard at (301) 564-3248 by July 10,1998. This is the date requested by the IAEA to ship the samples to the IAEA offices.
