.q Drecmb:r 2, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE-PNO-76-206 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:

NRC INSPECTOR INQUIRY BY CHRISTIAN SCIENCE MONITOR On December 1,1976, a supervisory member of the Region III (Chicago) staff received the attached form letter transmitting a questionnaire,

from Donald F. Salisbury, Science Editor of the Christian Science Monitor. A response was requested to the following questions:

1.

Do you feel nuclear reactors as currently operated are

" reasonably safe" and adequately protected?

2.

Do you feel research laboratories, factories, fuel fabrication and reprocessing plants, and related facilities, are safe and adequately protected?

3.

Has the Nuclear Regulatory Commission,-to your knowledge,

" Covered up and brushed aside nuclear safety problems of far-i reaching significance?" If yes, what are the problems?

4.

Have you brought serious safety concerns to the attention of NRC management? If so, have you been satisfied with their response?

5.

Have you worked previously in the nuclear industry? If so,-

for how long? Have you considered working in the nuclear industry in the future?

The recipient of the letter received no prior notification from Christian Science Monitor. Latest information (as of 12:00 noon, 1,2/2) indicates that at least two other regions have received broad coverage mailings from the Christian Science Monitor.

It appears likely that all regions have been or will be canvassed.

IE management has contacted other Regional Directors, ELD and PA, and is taking no special action with regard to this matter. Regional Directors were advised to avoid taking any position'with their staffs b,/

which could be construed as discouraging or encouraging responses by individual addresses.
