Dear Mr. Chappell:

This letter is in response to our telephone conversation of June 23,1998, wherein GE committed to -

- determine the manufacturer's recom' mended load required to assure sceling of the lid gasket of the

- Model 2000 shipping cask (Certificate of Compliance 9228). The gasket manufacturer, Parker e'

liannifin Corporation, has calculated the load required to fully compress the elastomeric material'of

)

the Parker Gask-O-Seal (compound No. E1823-75) between the lid and the body of the Model 2000 cask. The range of the unit load necessary to compress the seal compound used in the gasket is from ~ /

10 to 30 pounds per inch of seal. The maximum load required for compression of the Model 2000

/

gasket is 5,511 pounds (minimum to maximum range = 1,837 to 5,511 pounds). The GE calculated axial load for gasket seating (30,310 pounds) presented in the submittal (Ref. 2) was determined by following the guidelines of NUREG/CR-6007, which recommends the procedure of the ASME Code

Section 111, Appendix E. The preload (36,800 pounds) equivalent to the specified bolt torque of 690 h/

foot-pounds is greater than either of the recommended sealing loads.
