PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-198 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

MILLSTONE PRESS RELEASE An NRC Region I inspector on site was informed by the licensee of unmoni-tored releases of water containing small amounts of radioactive material.

Our preliminary inquiry indicates that the releases occurred when water (condensate) from the auxiliary boiler system (gross gamma activity 2x10-5 uCi/mi, cobalt 60 activity 1x10-5 uCi/m1, strontium 90 not present) entered a storm drain. The licensee has determined that the concentration of radioactive material in the releases to the storm drain did not exceed regulatory limits.

The auxiliary boiler system is normally a clean system; however, this system was contaminated to a low level over 18 months ago. This issue received public attention at that time (PN of March 27, 1975). Corrective measures at that time, flushing, reduced the activity to a level accept-able for release to unrestricted areas.

Millstone has determined that the maximum activity that could have been released totalled 7.5 millicuries over an 18 month period. This value appears to be a very conservative figure. The storm drain outfall is to a body of water, contained on the plant site, which is the receiver for monitored plant releases and large volumes of dilution water. Water leaving the site is far below regulatory limits.

There appear to be no safety problems involved. A high degree of media interest surrounds all matters reported from the Millstone site.

The State of Connecticut has been and is being kept informed. A press release is not planned. The licensee issued a press release on 11-18-76.

NRC, Region I, (Philadelphia) received original notification of this occurrence by telephone from the inspector at 2:45 p.m. 11/18/76. /
