Subject:

POTENTIAL FOR ALLEGATIONS CONCERNING QUALITY OF CONCRETE TESTING AT THE SUSQUEHANNA CONSTRUCTION SITE A local of the painter's union at the construction site has been attempting to organize Level I concrete testers since October, 1976.

The Level I teaters have been picketing the site during this period.

The union recently has indicated to utility management that they may make allegations concerning substandard concrete testing practices to an unidentified environmental group. Apparently, these allegations,,

if made, are intended to gain support for the union in organizing the testers who are employed by a subcontractor opposed to the organizing attempt.

Level II and III testers have been performing the testing activities since the onset of the dispute. Region I inspections at the site have identified no indications of substandard practices. The licensee and their prf2ne contractor have increased their surveillance in this area and report no adverse findings.

Media intqrest is expected because of public interest in nuclear power plants. Tha Commonwealth of Pennsylvania has been and is being kept informed. A press release is not planned by the utility or the NRC at this time.

Region I, NRC, Philadelphia, Pennsylvania received notification of this occurrence by telephone from the Vice President of Pennsylvania Power and Light Company at 9:30 a.m., December 21, 1976.
