Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-73 Docket No. 50-320 Modified Amended Physical Security Plan Revision 25 Attached for NRC review and approval is Revision 25 to the TMI Modified Amended Physical Security Plan (MAPSP). This revision proposes security measures consistent with the current unique condition of TMI-2 and also to provide continued security measures that assure adequate security for TMI-1.
Based on the unique condition of TMI-2, GPU Nuclear proposes that the TMI-l and TMI-2 Security forces should be consolidated at this time.
The TMI-2 reactor is in a long-term, cold shutdown state. Thus, the opportunity for radiological sabotage has been drastically reduced, if not eliminated.
Various TMI-2 Licensing documents, including NRC-aoproved Safety Evaluation Reports, indicate that there is no known mechanism for creating a condition at TMI-2 that would result in an off-site dose release in excess of the criteria of 10 CFR Part 100.
Because of this unique situation, the attached Security Plan revises the vital area requirements for TMI-2.
The attached revision also incorporates the changes submitted to the NRC via GPU Nuclear letter 5211-86-207/4410-86-L-0202 dated December 2, 1986.

l This revision has been reviewed in accordance with the requirements of 10 TR l
50.54(p) and it has been determined that the proposed revision should be processed in accordance with the requirements of 10 CFR 50.90.
GPU Nuclear requests, pursuant to 10 TR 73.5, that TMI-2 be granted specific exemption from the requirements of 10 TR 73.55(c)(6) and 10 7R 73.55(d)(8) concerning the physical design and access control for the TMI-2 Control Room and Reactor Building, respectively.
GPU Nuclear concludes that the proposed changes:
(1) assure a level of security consistent with the conditions that exist at THI-2, (2) provide a continued high level of security for TMI-1, and (3) continue to assure L.
administrative separation of the TMI-1 and TMI-2 work forces until the cleanup activities are substantially complete. Additionally, the requested changes will not endanger life or property or the common defense and security.
It will allow for more efficient use of available resources and result in additional resources being focused directly on TMI-2 defueling/ cleanup activities.
Per the requirements of 10 TR 170, an application fee of $150.00 is enclosed.
