h PRELIMINARY NOTIFICATION November 17, 1976 PRELIMINARY. NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-193 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation
_and is basically all that is known by IE staff on this date.

Subject:
ALLEGED UNAUTHORIZED ACTIVITIES AT MARBLE HILL SITE The Region III Public Affairs Office was contacted by WHAS-TV in Louisville, Kentucky regarding an allegation made by one of the interveners in the Public Service Company of Indiana's proposed Marble Hill facility.
The utility has not yet received either a LWA or a construction permit from the NRC. The allegation involves 1
the unauthorized clearing of an estimated 1-3 acres of the Marble Hill site. The intervenor was contac.ted a'nd stated that the clear-N ing was identified from the air and photographs had been taken of the area by the Sierra club and slides were available. The alleged location of the cicaring is in the northwest corner of the 900 acre site.
The licensee states he is not aware of any such clearing and has not authorized any clearing _of the site.
The Louisville, Kentucky TV station has stated they may fly over the area for news coverage.

- L Prehearing conferences have been held and another is scheduled for early December,1976.
Region III is investigating the matter, including sending inspectors to the site.
