PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--

This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Rochester Gas and Electric Corporation Ginna Station (DN 50-244)
Ontario, New York 7-Subject.: s UNDETECTED INTRUSION INTO PROTECTED AREA A canoe capsized with two men aboard about 100 feet offshore. near the plant discharge canal to Lake Ontario, on August 16, 1977. One of the men swam ashore and climbed over the security fence gaining access to the protected area on the east side of the canal at 6:32 p.m.
He pro-ceeded to a nearby phone hand-set and announced his predicament over the loudspeaker system. Assistance was provided and the other man was -
rescued. The entry into the protected area was undetected by thediourly]
security patrol [which constitutes the licensee's perimeter security surveillance] Region I is conducting further investigations.

Media interest is expected because of current news interest in the entire nuclear industry. The State of New York has been informed. A press release is not planned by Region I or the licensee.

The IAT has been notified.
NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from the Plant Superintendent at 10:00 a.m. on August 18, 1977.
