SUBJECT:
ADVANCE FINAL SAFETY EVALUATION REPORT (FSER) FOR THE AP600 DESIGN On June 26,1992, Westinghouse tendereo its application for certification of the AP600 standard nuclear reactor design with the U.S. Nuclear Regulatory Commission (NRC). The application was submitted in accordance with Subpart B, " Standard Design Certifice.' ions," of Part 52 of Title 10 of the Code of Federa/ Regulations (10 CFR Part 52), and Appendix 0, " Standardization of Design: Staff Review of Standard Designs." Westinghouse submitted additionalinformation to support the design certification on December 15,1992, and the NRC formally accepted the application as a docketed petition for design certification on December 31,1992.
The staff issued a draft safety evaluation report (DSER) on November 30,1994, and its supplement on May 3,1996, that discussed the status of its review of the information submitted in support of the AP600 application. The enclosed Advance FSER updates the status of the resolution of the open and confirmatory i+ ems that were identified in these documents. In addition, this report is being issued to facilitate the review by the Advisory Committee on Reactor Safeguards in support of the final SER and final design approval (FDA). The Advance FSER reflects submittals from Westinghouse through At ril 3,1998, unless otherwise noted.
Issuance of this Advance FSER is an important milestone, but both Westinghouse and the NRC

staff have work to complete before issuance of the final safety evaluation report. This Advance FSER is being issued in accordance with SECY-97-298, " Revised Schedule For the Staffs g
Review of the AP600 Design Certification Application," dated December 24,1998. However, in
/
order to maintain that schedule, Westinghouse needs to expeditiously resolve the remaining concems identified in Sections 1.9 and 1.10 of this report, and provide acceptable Tier 1 Information, including inspections, tests, analyses, and acceptance criteria (ITAAC). In addition, Westinghouse must continue to fully support meetings with the ACRS to ensure that the ACRS's concems are being addressed.
You have requested that portions of the information submitted in the June 1992 application for design certification be exempt from mandatory public disclosum. Although the staff has not completed its review of your request ln accordance with the requirements of 10 CFR 2.790, that l
portion of the submitted information is being withhold from public disclosure pending the staffs

final determination. The staff concludes that the enclosed Advance FSER does not contain those portions of the information for which exemption is sought. However, it will withhold the enclosed Advance FSER from public disclosure for 30 calendar days from the date of this letter to allow Westinghouse the opportunity to verify the staffs conclusions. If, after that time, you do not request that all or portions of the Advance FSER be withheld from public disclosure in accordance with 10 CFR 2.790, the enclosure will be placed in the NRC's Public Document Room.
