April 6,1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-73 This preliminary notification constitutes EARLY notice of an event of P6SSI3LE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

TRANSPORTATION INCIDENT - STATE OF CONNECTICUT

.The Connecticut state police notified Region I at 2:30 p.m., on April 4, 1978, that a truck bearing radioactive labels had been stopped on Route I-84 near Hartford because of a reported leak of liquid from the truck bed and that the driver did nct have the proper permit to carry radioactive materials and was unaware of the nature of his cargo.

An immediate telephone call to the State indicated that the State had responded to the scene.

A Region I inspector was dispatched from Uncasville, Connecticut, based on the above initial information, and arrived on the scene at 3:40 p.m.

Subsequent followup by telephone with the inspector at the scene and the

!=Lis trucking firm on April 4,1978, and the State on April 4, 5, and 6, 1978, indicated that the truck was 'a Roadway Express Truck carrying a 1

Boston to Chicago Bridge and Iron in Mississippi.

The truck had stopped i

j as a result of notifications by a "CBer" of a leak from the truck.

The j

leak was oil from a transmission being carried in the back of the truck.

There was no leakage from the cask containing the source.

State Police arrived and found that the driver did not have a permit for carrying

[g-radioactive materials through Connecticut. The driver was apparently C

unaware of a State requirement for such a permit.

and papers and the cargo had been properly prepared and packaged.

The driver was subsequently arrested and held overnight for not having the proper permit. The shipment is expected to continue on its way after the proper permit (which is free) is obtained.

The driver will apparently be tried during April and is subject to a $10,000 fine.

State officials, including the Governor, and the Commissioner of Department of Environmental Protection and U. S. 00T all appeared at the scene.

Region I is maintaining communications with State of Connecticut personnel.
