Dear.Mr. Bennett:

I am pleased to inform you of an important Nuclear Regulatory.

Commission (NRC) initiative in this nation's war against illegal drugs. In order to more effectively; carry out the NRC mission to protect public health and safety, the Commission has approved and issued a final rule entitled " Fitness-for-Duty Programs," which is e intended to create an environment free from drugs and their effects at commercial nuclear power plants. -The rule includes provisions for random testing of all licensee and contractor employees granted unescorted access at commercial nuclear power plants while at the same time providing provisions for extensive measures to safeguard individual rights.

The National Institute on Drug Abuse (NIDA) provided substantial support to the NRC in the development of this program. We are forwarding to NIDA and other Federal agencies the enclosed technical information and NRC responses to public ano industry concerns for their information and possible use.
