The Environmental Protection Agency (EPA) has reviewed l

the Final Environmental Statement (FES) for decommissioning  !

Humboldt Bay Power Plant No. 3; Humboldt County, California.

l Our review indicates that the FES adequately responds to the l concerns we raised in our October 20, 1986 comment letter.

The amended license for the Humboldt Bay Plant should specify the environmental review process which will be required as plans for final decommissioning are developed and approved.

i Given the long-term storage proposed and the potential for seismic activity in the project area, we believe it is critical that a water quality monitoring program be implemented during the decommissioning period. If existing monitoring wells are not located where they could monitor leakage from Unit 3, additional i

wells should be installed. Well placement should be based on ground water flow direction and rate to enable detection of

, radioactive and chemical contaminant migration from Unit 3 l into ground water, wetlands and Humboldt Bay.

We recommend that monitoring focus on the constituents which are found in or will be added to the spent fuel pool. This may include monitoring for boron, algicides, pH, and leachate from cladding alloys or concrete, in addition to the radiological monitoring. The technical specifications of the amended license

! should identify the well locations and the v. radiological and l chemical constituents which will be monitored. The sampling i and analysis criteria and the reporting requirements for the l Unit 3 monitoring program should also be identified in the technical specifications.

Pacific Gas and Electric may already be implementing an acceptable or adaptable monitoring program at the Humboldt Bay Power Plant. The monitoring program proposed for the decommis-sioning period should be sent to the EPA Region 9 office for review before it is included in the technical specifications of the amended license.
