NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Yankee Atomic Electric Company (EA 87-107)

PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Twenty-Five Thousand Dollars

($25,000) will be issued on or about July 24, 1987 to Yankee Atomic Electric Company. This action is based on several examples of failure to follow procedures which include (1) failure to take appropriate compensatory measures, (2) failure to notify the appropriate personnel when the security system was degraded, and (3), failure to complete security records. In addition, the licensee is being cited for allowing a' visitor to enter a vital area without an escort and the failure to notify the NRC of this major loss of physical security effectiveness. The civil penalty is reduced by 50% because of the licensee's enforcement history, howeve'r, full mitigation is not warranted because the last SALP indicated needed improvement in several of the same areas as those now being cited. s Itshouldbenotedthatthelicenseehasnotbeenspecifically'inforrdfofthe enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The schedule of issuance and notification is:

The licensee has thirty days from the date of the Notice in which to respond. <

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
