OVERSIGHT REVIEW REPORT.FOR THE DESIGN BASELINE AND VERIFICATION PROGRAM (DBVP)

.I On May 15, 1987, TVA submitted to NRC the results of the EA independent

-oversight of the SQN unit 2 DBVP.

In that transmittal, TVA stated that some citems remained open and would be addressed in a supplemental report to be l

l issued by EA before unit 2 restart.

" Supplemental Engineering Assurance Overs 15ht Review Report, Sequoyah Nuclear Plant - Unit 2, Design Baseline and I

Verification Program, EA-OR-001-S," was issued on September 29, 1987, and l

fulfills the commitment.

The supplemental report is enclosed for use in NRC's evaluation of SQN's DBVP and presents the conclusions reached by the EA Oversight Review Team as a result of their review of D3VP actions, associated EA team actions, and a trend' analysis performed on the observations and condition Adverse to Quality Reports (CAQRs) documented in the original report (EA-OR-001) and in the enclosed report.

The EA team concludes that implementation of the DBVP for restart is satisfactory and that the objectives of the DBVP have been met.

Necessary follow-up activities, such as the postrestart (Phase II) oversight i

and resolution of the one unresolved CAQR, will be accomplished in accordance l

with the DBVP and EA program plans and the TVA Condition Adverse to Quality process.

EA's follow-up verification of corrective action for the Division of Nuclear Engineering Design Calculation Effort will be completed as described in submittals'to NRC dated Jc.nuary 20, 1987, and July 31, 1987.
