Dear Mr. Perkins:
Thank you for submitting the package of material regarding Union Electric's Callaway Plant in Callaway County, Missouri (Docket No. 50-483).
The information provides us with a better understanding of the coordination that took place between you, Union Electric and the Missouri State Historic Preservation Office (SHPO) regarding NRC's responsibilities under Section 106 of the National Historic Preservation Act.
As we understand it, a management plans exists for the Callaway Plant, which addresses the treatment of the 25 properties determined eligible for listing on the National Register of Historic Places.
At this. time it seems appropriate for NRC to forward copies of the management plan, or those portions which specifically address the historic properties, and a summary of the status of the implementation of the plan to the Missouri SHPO and the Council.
The summary should specifically discuss the status of the three sites which were determined eligible for listing on the National Register and are directly threatened with damage from operations and maintenance activities.
After reviewing the further materials, NRC, Union Electric, and the Missouri SHPO should determine how well the plan'is working both in terms of protecting historic properties and in facilitating Union Electric's operations.
Based on these conclusions, a Programmatic Agreement for the continued operation, maintenance and development of the Callaway Plant will be developed.
The Agreement will ensure the continued implementation of the plan, if determined effective, and set forth any revisions to the plan that NRC, Union Electric, the Council and the Missouri SHPO deem necessary.
