Dear Mr. Voit:
This is in reply to your letters of February 24, 1989 and March 3, 1989 in which you presented test data on three alternative polyethylene materials and requested that NRC authorize use of these materials for lining the LN compositeHIC(DocketNumberWM-93).
We have reviewed the test report (" Test Report on Alternative Polyethylene to Union Carbide GPEP-803," LN 89-001, Rev. 1, March 3, 1989). Although the proposed alternative materials may prove to be adequate substitutes for GPEP-803, we consider that the letter and the report provide insufficient basis for approval. The differences in the test data from that of GPEP 803 should be discussed and shown not to degrade the performance of the HIC.
Also, the solidification shrinkage of each alternative polyethylene after rotational molding should be reported. The shrinkage should be compared to that of GPEP-803 and shown not to degrade the performance of the HIC as a result of load-induced stretching of the liner.
Some comments from our contractor, Brookhaven National Laboratory, are enclosed. We think these comments should be addressed.
Please provide the additional information required within 30 days after receipt of this letter.
