1.0 INTRODUCTION

Py letters dated May 27, 1988 as supplemented by letter dated January 27, 1989 for Unit 1, Arkansas Pcwer and Light Company requested changes to the Technical Specifications (TS) for Arkansas t>uclear One - Units 1 and 2 (ANO-182). The proposed changes would add core exit thermoccupies in the Accident Monitoring Instrumentatfor., TS Tables 3.5.1-1 and 4.1-1 for Unit 1 and in the Post-Accident Monitering Instrumentation, TS Tables 3.3-10 and 4.3-10 for Unit 2.

The prcposed change to add ccre exit therrrccouples to the ANO-1 Tables 3.5.1-1 ar.d t.1-1 and ANO-2 TS Tables 3.3-10 and 4.3-10 is in accordance with the I

requirements of NUREG-0737, Iten. II.F.2, " Instrumentation for Detection of i

l Ir. adequate Core Coolitig" and Generic Letter 83-37, NUREG-0737 Techr,1 cal Specification s."

Generic Letter No. 83-37 requires that TS provide assurance that facility operation is n,aintained within acceptable limits for each facility in accordance with NUREG-0737, 2.0 EVALUATION The proposed change would add core exit thermocouple:

(1)toTSTable 3.5.1-1 Accident Monitoring Instrumentation and require 6 therrnocouples per core quadrant for operability determination while allowing 2 thermocouple per quadrant as the minimum number of operable channels for operation for Urit i and (2) to TS Table 3.3-10, Post-Accident Monitoring Instrumentation dr.d require 2 thermocouple per quadrant as the minimum number of operable channels for t

operation fer Unit 2.

Also, the core exit thermocouple will be added to TS Table 4.1-1, Accident Ponitoring Instrumentation Surveillance Requirements, and TS Table 4.3-10, Post-Accident Monitoring Instrumentation Surveillance l

Requirements, requiring a " Channel Check" on a monthly basis and a " Channel Calibration" once every 18 months. These changes are in conformance with the saniple provided in Enclosure 3 to Generic Letter 83-37, pages 15 and 16.

The proposed changes are in conformance with NUREG-0737 and Generic Letter 83-37. Therefore, based on the above, the staff finds these changes to be a cceptable.

3.0 EilVIRONMENTAL CONSIDERATION The amendments invcives a change in the installation or use of a facility compontnt located within the restricted area as defined in 10 CFR Part 20.

The staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant j

increase in individual or cumulative occupational radiation exposures.

The Comission has previously issued a proposed finding that the amendments involve no significant hazards consideration and there has been no public coment on such finding. Accordingly, the amendmer.M meet the eligibility l

criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(9).

l Pursuant to 10 CFR 51.22(b), no environmental impact statement or environ-l 1

mental assessment need be prepared in connection with the issuance of the j

amendments.

4.0 CONCLUSION

1 The staff has concluded, based on the considerations discussed above, that:

)

(1) there is reasonable assurance that the health and safety of the public i

will not be endangered by operation in the proposed manner, and (2) such l

l activities will be conducted in compliance with the Commission's regulations, i

l and the issuance of the amenda:ents will net be inimical to the common defense l

l and security or to the health and safety of the public.
