Dear Ms. Kruslicky:

Thank you for the opportunity to provide coments on the statement of facts regarding NRC Safety Standards for Nuclear Power Plants.

It appears that you were not able to incorporate all information we provided to you informally in April regarding Orders and Confinnatory Action Letters. A more complete discussion of this information was provided to you in my letter of April 30, 1987 and should be helpful responding to comments provided in several places in the attached mark.up.

We note that the statement of facts says very little about Technical Specifi-I cations.

Each license authorizing operation of a facility includes such specifications and they are describad in 10 CFR 50.36. The Limiting Conditions for Operation in Technical Specifications contain many specific instances which require shutdown of the reactor.

10 CFR 50.72 and 10 CFR 50.73 require licensees to report the initiation and completion, respectively, of all such shutdowns.

For example, in 1984 there were 77 reported shutdowns.

Chapter 4 states you are not able to coment on the adequacy or completeness of the inspection violation tracking systems since you did not visit a plant or any of the Regional offices. You conclude, however, that NRC cannot readily tell how trany inspection violations found at various plants have been corrected. We would be pleased to arrange for you to obtain additional information or meet with knowledgeable people in this area at headquarters or in the Regions where this information is maintained.

Please let me know when it is convenient for you to meet to discuss any or all of these comments with members of the NRC staff.
