RESOLUTION OF TMI ACTION PLAN ITEMS AND HUMAN FACTORS ISSUES Approval by the Commissioners of SECY-86-348 providing for publication of the revisions to 10 CFR Part 55, Regulatory Guides 1.8, 1.134, and 1.149 resolve the following items:
I.A.2.6 Long Term Upgrading of Training and Qualifications I.A.4.2(1)
Long Term Training Simulator Upgrade, Research on Training Simulators With the resolution of the above TMI action items work is complete on the following sections of the Human Factor Program Plan.
H.F.01.1.2 Nuclear Power Plant Personnel Qualifications Requirements H.F.01.3.2 The Examination Process Revisions to SIMS have been prepared and submitted to reflect the status of the items described above. Each item is discussed in detail in the enclosure.

- 1.. Revise Regulatory Guide 1.8 (ANSI /ANS 3.1) to incorporate
.short term requirements and changes resulting from the national standards efforts.
Regulatory' Guide.1.8 was revised
.by SECY-86-348 to endorse ANSI /ANS'3.1-1981 for the positions' of shift supervisor, senior operator,: licensed operators, l'
shift technical. advisor and radiation protection manager.
Endorsement.of other positions remain with ANSI /ANS N18.1-1971.

Incorporate'into Regulatory Guide or regulations results of staff study NRR 80-117. This item was previously resolved based upon the Minogue.to Denton memorandum of March 29, 1983.

Develop revisions to 10 CFR 55 related to simulator training
- for applicants for license, requalification training, requalification examinations, and operating tests.
Simulator requirements were included in the revision to 10 CFR 55 by SECY-86-348.

Develop a paper for Commission consideration regarding.
training' workshops for licensed personnel. This task was y
previously-resolved with'no new requirements,' reference the r
Denton to Dircks memorandum of' September 25, 1985.

IE to develop inspection procedures for training programs.

1983, IE issues procedures when new requirements.are imposed.
A revision to Inspection Procedure-(IP) 41701 was issued on j
June 6, 1985, to be in accordance with the Commission's Policy Statement on Training and Qualification.

task is resolved.
6.
Develop definitive instructional requirements for a basic course in nuclear power fundamentals. This portion was prioritized in the DROP category and no further effort was required.
I.A.4.2(1).Long Term Training Simulator Upgrade Provide research on training simulators. The completion of this activity resulted in a revision to Regulatory Guide 1.149.
With the approval of SECY-86-348 this task is resolved.
