t ENCLOSURE 1 SUPPLEMENTAL INFORMATION REGARDING TVA-SQN-TS-87-02 This enclosure provides informat8 on regarding operator action when a downscale failure of an effluent radiation monitor occurs in steam generator blowdown effluent with the minimum channels operable as required by the technical i

specifica' ions.

l Technical specification 3.3.3.9 requires one minimum channel operable for I

steam generator blowdown effluent radiation monitors before initiating a release. As stated in action 31 of table 3.3-12 with the number of channels operable, less than required effluent releases via this pathway may continue provided grab samples are analyzed for gross radioactivity gamma.

Therefore, during a release to the environment with the minimum required channels operable (one) when a downscale failure occurs, the effluent monitor would be I

declared inoperable and the release terminated per technical specification 3.3.3.9.

After resampling, the release could continue provided the limiting conditions for operation are met.

System operating Instruction (SOI-55),

" Annunciator Response," and Surveillance Instruction (SI-401), " Steam Generator Blowdown Continuous Release," will be revised by July 31, 1987, to ensure that, duting a release of steam generator blowdown effluent to the environment and a downscale failure of a radiation monitor with the minimum channels operable (i.e. one radiation monitor), the release will be immediately terminated and resampled befora continuing the release via this pathway.
