This is in response to your letter 87-36' and attachment dated June 17, 1987,.
in which you request a limited exemption from your FNMC Plan procedures.for -
the receipt of nine' cylinders of low-enriched UF 'from the USSR.

.We have reviewed your. request and have determined that granting it will not adversely affect the common defense and security-nor the public health and safety and is otherwise in the public interest. Accordingly', we~are issuing a new License Condition 4.1 to Amendment SG-3 to your License No. SNM-1107
-effective immediately, as shown in the enclosure to this letter.
Please note that Section 4.0 of your SG-3 Amendment is a new section for temporary or one-time safeguards conditions.
We have determined that the enclosure to your LA87-36 letter, dated June 17, 1987, contains information 'of the type specified in 10 CFR '2.790(d),
j Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial.within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR f

s ENCLOSURE License Condition 4.1 Notwithstanding the requirements of Sections 6.2.1(a).1 and 7.1.1 of the Pldn identified in Condition 1.1, the licensee shall follow the commitments in the attechment to its letter 87-36 of June 17, 1987 regarding the receipt of nine cylinders of low-enriched UF from the USSR.
