This letter confirms our understanding of the conference call of March 8 j 1989 between R. R. Keimig, Chief, Safeguards Section, USNRC; G. A. Bird, i Nuclear Security Specialist; J. W. Devlin, Nuclear Security Consultant; j and R. C. Hirzel, Superintendent-Technical Monitoring, Nuclear Quality j Assurance, PBAPS; that, based on the following information, NQA Monitoring { will schedule monitorings based on the observed performances of Security in i accordance with existing practices, and that PECo's commitment of June 17, j 1988 to monitor Security ten (10) of twenty-one (21) shifts is deleted. t The PBAPS Quality Division has been monitoring the performance of Security l activities since June 1988. This monitoring was scheduled at an intense level due to the poor performance of Security, documented in Quality Assurance Audit AP88-48PL. The Nuclear Quality Assurance (HQA) Technical Monitoring schedule was described to the USNRC in the above referenced ] correspondence. l The results of the NQA Technical Monitoring Program have been analyzed and indicate that significant improvement has been achieved as indicated by the following: 1 1. The percentage of satisfactory activities has trended upwards l (better) since the new Contractor and new Security management has been in place. s 3. The number of monitorings requiring immediate or subsequent i corrective action has significantly decreased since October 1988. No Corrective Action Requests (CARS) have been required. f The Contractor Performance Assessment Group (PAG) has also been monitored f and observed.to effectively identify and correct Security program weaknesses. The USNRC Integrated Assessment Team Inspection (IATI) has also concluded that improvements have been achieved in the PBAPS Security Program.
