SUBJECT:

TUECO COMANCHE PEAK STEAM ELECTRIC STATION - CONTROL AND RE3OLUTION OF ALL AMERICAN SOCIETY OF MECHANICAL ENGINEERS COMPLIANCE ISSUES There are a number of ongoing issues and problems regarding the licensee's compliance with all of their commitments to the American Society of Mechanical Engineers Code requirements.

Significant issues in this regard are currently being addressed by the Chief (ASME) Boiler Inspector of the State of Texas.

There are a number of "open" NRC identified ASME compliance issues.

It is not clear if all of the NRC identified ASME issues have been discussed with the State of Texas Chief Engineer Inspector.

The purpose of this memorandum is to outline a proposal to seek resolution of these issues addressed by the licensee, the Chief Boiler Inspector State of Texas, and the Nuclear Regulatory Commission (OSP).

The proposed actions are as follows:

NRC site staff with the assistance of others as appropriate is to identify all ASME compliance issues raised and documented by NRC staff as follows:

'NRC (Cordell Williams)'has arranged to have. preliminary discussions with the, Chief-Inspector State of Texas regarding these matters on-September 25, 1987, at the Comanche Peak plant' site.

Discussions with the licensee's principal management will be arranged following further NRC Comanche Peakosite staff review and consideration.
