\\J 1.0 PURPOSE The purpose of this procedure is t o provide operat ing inst.ruct. ions for loading and unloading t he LN 14-170 Series 1 l

radioactive materials shipping casks.

The LN 14-170 Series 1 shipping casks include units wit h 29 inch and 16 inch i

secondary lids.

2.0 APPLICABILITY This procedure shall be followed when loading or unloading an LN 14-170 Series 1 shipping cask.

This procedure may be used in.its entiret.y as is or incorporat ed int.o the polices and procedures of a regist ered user.

5.0 RESPONSIBILITIES Regist.ered users of t he cask shall ensure t he following.

5.1 A Certificat e of Compliance (C of C) for ihis cask and all t he document.s referenced by the C of C which relat e to t he use and maintenance of t he cask are on file.

5.2 User has regist.ered as a user of this cert.ified cask with the U.S. NRC in accordance wit.h Reference 4.1.

5.3 The cask has been inspect ed under a qualit y assurance I

program t o verify its compliance with the terms and con-ditions of the issued Cert ificat e of Compliance.

5.4 The cask is loaded and closed in accordance wit h an appropriat e writ t en procedu re.

5.5 The cask is loaded in accordance wit.h the requi rement.s and restrictions st ated in the current. C of C.

5.6 The shipment meets all of the applicable requirements established by t he Department of Transportation, U.S.

Nuclear Regulat ory Commission, burial sit e disposal crit eria and burial sit e licenses.

5.7 The Cert.ificat.e of Compliance for t.his cask requires

6.1 Cask & Vehicle Receipt Inspect ion 6.1.1 Perform radiat ion and ext ernal cont aminat. ion surveys on both the shipping cask and vehicle.

Loose and fixed contaminat_ ion levels shall comply wit h t he requirement.s of Reference 4.4.

In the event these specified levels are exceeded, immediat ely not.ify t he transport ation depart. ment of LN Technologies Corporation.

6.1.2 Visually inspect. tiedown lugs and shackles on cask and

t. railer for cracks and wear.

6.2.3 Remove pins from shackles.

DO NOT USE CASK LID LIFTING LUGS TO LIFT CASK. DO NOT LIFT CASK NITHOUT PRIMARY LID INSTALLED PER PARAGRAPH 6.3.7.

6.2.4 Using the four (4) cask lif t.

lugs and suitable rigging lift cask off trailer and place cask in proper position for loading.

6.3 Loading Cask CAUTION:

EVEN THOUGH LOADING OPERATIONS MAY BE ACCOMPLISHED Ti!ROUGli Tile SECONDARY LID WITHOUT REMOVING THE PRIMARY LID, ALL RATCHET BINDERS MUST BE LOOSENED, RETOROUED6 AND SEALED IN ACCORDANCE WITH STEPS 6.3.2.A THROUGH 6.3.2.C AND STEPS 6.3.7.E THROUGH 6.3.7.J AND 6.3.7.L PRIOR TO CASK RELEASE.

NOTE:

IF THE CASK IS RECEIVED WITH A PRELOADED LINER AND ALL LOADING OPERATIONS ARE TO BE CONDUCTED THROUGH

THE SECONDARY LID ONLY.

PROCEED TO STEP 6.3.6.D.

6.3.2 Disconnect the cask lid from the cask as follows:

a.

Release the rat chet -binder handle from its storage posit ion.

j b.

Engage the flip block to the sprocket wheel in the direction necessary to loosen the ra t.ch et. binder (see Figure 1).

c.

Loosen the ratchet binder by )ulling the handle in the appropriate direction.

d.

Remove the spring pin by pulling the pin through the hole in the threadless bolt (see Figure 2).

e.

Remove t.he threadless bolt by pulling the bolt. t brough t.he holes in the upper ratchet.

6.3.3 Loading seven-drum pallets int o the ca sk :

6.3.4 Loading t he Seven-Drum Pall et s Out side t.he Cask:

Using slings provided and exercising caut ion in the handling of the pallet due to possible cont aminat. ion, remove both the pallets from the cask.

NOTE:

EMPTY PALLET WEIGHT - APPROXIMATELY 750 LBS.

b.

Inspect slings on both pallet s for damage'or condit ions which would af fect safet y.

c.

Load seven (7) drums ont o each pallet (see Figure 3).

For maximum shielding, load higher dose ra t. e.

Coat all t hreaded surfaces wit.h an ant i-seize compound.

Inst all and hand-t ight en all fast eners.

Torque all fast eners t o fort.y (40) foot -

pounds using t he following t ight ening sequence:
