Dear Mr. Thorne:

Enclosed is an export license application from Mitsui & Co. (U.S.A.) Inc. for a license to export 35,700 kilograms of natural uranitm as UF6 for enrichment in Japan. The material ultimately will be used as fuel in the Fukushima I, Unit 5 Nuclear Power Reactor.

Before taking action on this request, we would appreciate your views in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended.

Please note that the material is of Canadian origin.
