Varga, Director Division of Reactor Projects I/II PLANT V0GTLE - UNIT 1 NPC DOCKET 50-424 OPERATING LICENSE NPF-68 SPECIAL REPORT ON THE INITIAL OPERATING HISTORY Gentlemen:

In response to your request of June 16, 1987, the enclosed special repor*

i on initial operations at Plant Vogtle Unit 1 is submitted.

Georgia Power Company's analysis concludes that operations have been l

conducted safely; however, operations have fallen short of meeting our goals and expectations.

As a result, we instituted a number of initiatives to address the lessons we learned.

These initiatives are already being implemented to provide both short-term and long-term improvements.

He have already seen positive results.

We appreciate the openness and candor of the NRC.

Good and prompt communications on problems or concerns will certainly enhance safety and provide higher assurance that we will meet our goal of excellence.

As a continuation of our recent meetings with the NRC en Plant Vogtle Unit 1 operations, we will be pleased to discuss our actions further with you.

He understand that the next meeting has been tentatively scheduled for early September.

Sincerely,

%O sob!k b f,
