I The staff has reviewed the revised Vallecitos Nuclear Center Radiological l Emergency. Plan, dated March 1987 and submitted on A j accordance with the requirements of 10 CFR 50.54(q)pril .

6, 1987, The review in indicates j that the proposed changes, with one exception, do not decrease the effec-tiveness of the currently acceptable emergency plan. Therefore, the proposed changes, with this one exception, may be incorporated into the current emergency plan.

a One proposed change decreases the effectiveness of the currently approved emergency plan. This proposed revision would change the annual retraining of emergency response personnel to periodic retraining with unspecified frequency.-

Therefore, this proposed change cannot be incorporated into your emergency:

The generally accepted retraining frequency for emergency response personnel is one year. The staff, however, would consider a review of another specified retraining frequency if it can be shown that the effectiveness of the emergency response. personnel was not decreased.  !
