Dear Mr. Gigiiotti:

This confirms the telephone discussion of June 8,1987, between yourself and Mr. Charles E. Gaskin of my staff, pertaining to the decision of the Commission  !

on the NRC/D0E Comparability Study. The Commission has approved the following six recommendations of the Comparability Review Team for implementation at Category 'I fuel facilities:

1. Security system performance evaluation through response force tactical exercises.
2. Night qualification in all assigned weapons for security force personnel.
3. Revise the design basis threat for theft to include land vehicle use by adversaries at fuel facilities,
4. Two protected area fences be installed.

S. The use of armed guards at material access portals.

6. Provide a 100% search of entering personnel.

The Commission has directed the staff to take the necessary steps to implement items 2, 5, and 6, without delay. In this regard, our Safeguards Staff will be coordinating with your security management staff to provide the necessary guidance and work'out the details to assure a viable implementation schedule.

'A meeting has been scheduled at the NRC Silver Spring, Maryland office on .
