Dear Mr. Gigliotti:

We have reviewed your May 13, 1987 request for another extension of License Condition 9.3, which exempts certain guards from Part 11 requirements, and your proposed alternatives to the extension. Our review is discussed in the enclosure. l The exemption from 10 CFR Part 11 for certain members of your security force was considered a temporary measure. Since Part 11 does apply to all members of the . security force we cannot continue to grant extensions on your exemption. Your comparison of members of the security force to other site personnel is . inappropriate because Part 11 specifically identifies security-personnel as ' needing clearances and because of the special status / access security personnel have at a site. Accordingly, we will not grant an additional extension but will consider other options which' may resolve the original problem. During our June 15-17 visit to your facility, Messrs. Philip Ting and Charles Gaskin will be prepared to discuss the implementation of a solution to the operational concern raised by the RER team. , Your May 13 letter and the enclosure to this letter has been withheld from public disclosure because it.contains classified (CONFIDENTIAL) National Security Infonnation end must be controlled in accordance with the provisions of 10 CFR Part 95. 7
