This is in response to your letter dated April 24, 1987, which transmitted 3
changes pursuant to 10 CFR 70.34 relating to Chapters 1.0, 4.0, 6.0 and 8.0 of i
your currently approved Fundamental. Nuclear Material Control (FNMC) Plan.
- We have reviewed your FNMC Plan e aifications/ commitments regarding the requirementsof10CFR70.57(b)(2),70.57(b)(7)and70.58(c)(2). Our conclusion is that the changes are acceptable in that they will not adversely affect the common defense and security nor the public health and safety and are
.otherwise in the public interest.
We are also taking this opportunity to acknowledge acceptable 10 CFR 70.32(c)
FNMC Plan changes dated October 15, 1986 submitted by your letter to Region I dated' October 31, 1986 and your amendment thereto in a letter also to Region I dated March-26, 1987. The approvals for these changes are as stated in the Region I letters to you dated December 24, 1986 and April 21, 1987.
In order to formally effect the aforementioned approved actions License Condition 2.1 to Amendment SG-1 to your License No. SNM-639 is revised, effective imediately, as follows:
2.1 The licensee shall follow the Fundamental Nuclear Material Control Plan dated November 1, 1982; the page changes made thereto dated May 1, 1984, October 15, 1986 and April 24, 1987; and as revised in accordance with the provisions of 10 CFR 70.3?(c). Appendices A through F marked " DEMONSTRATION are included for descriptive and clarification purposes and are not part of the FNMC Plan.
We also wish to note that in accortance with a telephone conversation between your Mr. J. J. McGovern and our R. L. Jackson on June 9, 1987, it has been deemed acceptable that personnel from the Engineering staff, as portrayed on your organization chart dated April 20,1987, (as an enclosure to your letter dated April 24,1987) may perform the review and audit described in 10 CFR i
70.58(c)(2) if your independent auditor, currectly the Senior Scientist Consultant, is not available.
