Attached is Wolf Creek Nuclear Operating Corporation's responte to a deficiency identified during the 1987 Emergency Preparedness Excercise conducted at the Wolf Creek Generating Station.

The response, which also includes a schedule for resolution of the deficiency, is being submitted in response to Inspection Report 50-482/87-21.

Classi fic ation of the emergency was incorrect, considering-the plant parameters'and radiological conditions given to the operators.

-Response During the '1987 Emergency Preparedness Exercise the control-room. staff

.j improperly classified the emergency due to a miscalculation of. five times the Technical ' Speci fication limits for Gross Activity.

A discussion'was

-held with the Shift Supervisor concerning the classification of - the emergenc y.

In addition, a change to procedure EPP 01-2.1 " Emergency l

. Classification" has been initiated to further define the indications that 1

would lead to!. classifying an emergency as an Alert due to breached fuel.

.This procedure change will be implemented by November 16,.1987.
