As discussed during our June 15, 1987 meeting, we are providing the enclosed 4 additional guidance on night firing which includes our minimum qualification' -

criteria for guards. The minimum qualification criteria for night firing . .

should be incorporated in your revised security plan for guard training which m is to be submitted to us by Friday, July 24, 1987. ~

... y The revised plan should also contain the specific measures which are necessaryN: s to accomplish the 100% search of personnel at protected area (PA) entrances- :J ' fj (the number of lanes with search equipment, monitored by security personnel,d ' <

etc.), and a commitment to have two properly trained guards at each material access area (MAA) portal. For implementation of these two measures, the 100%

search at PA entrances may be accomplished using the same criteria as currently authorized in your approved security plan for random searc'nes and there are no required changes in the basic duties and responsibilities of security personnel stationed at MAA portals. The requirement that the security personnel must be armed guards dictates that they must be trained as currently required for all armed guards.

As you continue to develop the necessary changes to the security plan, please feel free to contact the appropriate safeguards project manager, or any other member of nty staff who may be of assistance in this regard.
