Gentlemen:

Fort St.

Vrain (FSV) Nuclear Generating Station personnel chose to use the Health Physics Network installed in the onsite Technical l

Support Center for emergency communications during the Alert emergency (fire in Turbine Building) on October 3,

1987.

This telecommunication path was utilized to make several long distance phone calls due to the fact that the plant had suffered partial loss of the onsite telecommunication capabilities.

The loss involved the plant's microwave link with the Denver phone system which carries the bulk of FSV's long distance circuits.

Calls were made both within the State of Colorado (mainly to summon additional corporate support personnel) and outside the State of Colorado (to agencies such as the Institute of Nuclear Power Operations).

It is understood that this use of the Health Physics Network circuit is outside the intended use as described in reference (1), however, the circuit became very valuable to onsite emergency response personnel, public Service Company of Colorado (PSC) will reimburse the Nuclear Regulatory Commission for these unauthorized phone calls if a copy of the appropriate billing statement and information on where to send the reimbursement is forwarded to PSC.
