ACTIONS AT THE CANONSBURG PROCESSING SITE (CVR)-

. As per your request,-we are reviewing the Canonsburg Completion Verification.'

l Report (CVR). Based on our review, we have found deficiencies in DOE's i

remedial action concerning both groundwater protection and stabilization of.

j surface water drainage systems.

Consequently, we are hesitant to recommend conditional concurrence.on this document.

Based on our experience in reviewing topical reports where we approved waste.

j forms and canisters on a conditional basis, applicants-ultimately fell under 1

less pressure to comply.with original. standards. Similarly, I fear that

'l conditional NRC concurrence on the CVR could facilitate-the DOE in compelling our full concurrence on the document due to-non-technical considerations such

,i as lack of available funding for remediation or political pressure.

I understand that a meeting will be held tomorrow morning at.11:00 am to discuss this policy issue. John Starmer will attend in my absence.
