Secretary to lead us through the item to affirm, do any of 9
my fel.ow Commissioners have any comments to make?

The paper before the Commission, Mr.

- Chairman, is SECY 88-204.
It is entitled Final Rule on 14 Emergency Preparedness for Fuel Cycle and Other Radioactive 15 Material Licensees.
16 The Commission, in this paper, is being asked to 17 act on the final rule which upgrades emergency preparedness 18 requirements for fuel cycle and other radioactive material 19 licensees.
20 Chairman Zech, Commissioners Carr and Rogers have 21 approved the final rule with a modification to require a bi-22 annual on-site exercise frequency rather than the annual 23 frequency, and a modification to training requirements for 24 site personnel, as attached to our February 22nd memorandum.
25 Commissioner Roberts has disapproved the rule.

-assumptions. Commissioner Curtiss has disapproved the~ rule, L
3 indicating 1that he-believes the justification for the action i
4' proposed is exceedingly weak.
5 Commissioner Rogers, a member of the majority, is 6
on travel. and is not able to participate in this i
7 affirmation.
In view of this, Commissioner Roberts, who is 8
a member of the minority, is not participating in this.
9 session, so that the will of the Commission' majority can be.
