Second-Ten-Year Interval Inservice Inspection and Testing Program Gentlemen:
Toledo Edison (TED) advised the NRC by letter dated April 29, 1983 (Serial No. 1-339) that the first ten-year interval for inservice exam-inations and tests required by 10CFR50.55a(g) was being extended to the end of the scheduled Spring, 1989 Refueling Outage. The NRC staff concurred with the extension by letter dated May 18, 1983 (Log No. 1-791). TED provided further clarification of the interval extension by letter dated November 26, 1986 (Serial No. 1-675). Theisixth refueling outage which-was previously scheduled for Spring 1989 is now scheduled for Fall 1989.
The first' ten-year interval completion date will continue to correspond with the sixth refueling outage.
Toledo Edison used the provis' ions of IWA-2400 (c) of ASME Section XI as a basis for the original interval extension discussed above. IRA-2400 (c) permits power units that are continuously out of service for six months or more to extend the inspection interval during which the outage occurs for a period equivalent to the outage.
It also permits an increase or decrease of the interval by as much as one year to coincide with a.
refueling outage. Prior to our May 18, 1983 letter, Davis-Besse had a seven month outage which allowed extension to June 21, 1988. The l
interval was further extended to Spring 1989 (approximately one year as allowed by IWA-2400(c)) to coincide with the sixth refueling outage. Due to the recent 18 month outage, Toledo Edison intends to further extend the interval a maximum of 18 months to allow the end of the first interval to coincide with the sixth refueling outage which is currently l
scheduled for Fall 1989 (See Attachment).

Toledo Edison currently plans to submit the second ten-year interval finservice inspection and testing program plan approximately six months
. prior to start of the second interval. The start of the second interval
- coincides with the start of 7th cycle operations. The Davis-Besse program is composed of four sections as follows:
Section 1) pumps; Section 2).
valves; Section 3) welds (including supports, components and bolting); andz Section 4) system pressure tests. The inservice inspection and testing program. plan'will be based on the edition and addenda of the ASME Code incorporated by 10CFR50.55a(b), 12-months prior to the start of the second interval. Any changes to the Technical Specifications or any request for relief from ASME Code requirements will be submitted at least six months prior'to the-beginning of the second interval as required by 10CFR50.55a(g).
Per directions provided by letter' dated May 24, 1984 (Log No. 1521), TED understands that 10CFR50.55a(g) does not require the NRC to approve our revised. program plan and that the NRC Staff will only address request for
-relief,from code requirements and Technical Specification changes.
