ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD SEPTEMBER 18 - OCTOBER 15, 1987 1. Plant Status As of 8:00 a.m. on October 15, 1987, TMI-1 was operating at full power with the reactor coolant system (RCS) at normal operating temperature (579 F average) and pressure (2155 psig). 2. Facility Operations Summary During the report period, the plant continued to operate at full power i since its return to power operation after the trip of September 16, 1987. 3. Items'of Special Interest - Anomalous Reuter-Stokes Monitors In letters, dated August 20 and September 21, 1987, the licensee reported l-to the Commonwealth of Pennsylvania anomalous readings at two of their environmental radiation (Reuter-Stokes) stations. The letters stated that: "Two anomalous readings were recorded at the Becker Farm Reuter-Stokes Station. The first reading of 1.85 mrem /hr [ milli-rem / hour] was recorded at 18:43 EST [6:43 p.m.]. On August 19, 1987 at 18:59 EST [6:59 p.m.] a reading of 3.67 mR/hr was recorded." l "There was no release from TMI in progress during the subject l time period." "An anomalous value was reported on June 5, 1987 at the Alwine i Farm Reuter-Stokes Station. The five-minute average between 09:50 and 09:55 EST [9:50 and 9:55 a.m.] was 0.0322 mrem /hr." l "There was no release from TMI in progress during this time ) period. The value was recorded immediately following a manual inspection of the Rustrak recorder on that unit. Manual inspections, including that of Rustrak recorders and other i Reuter-Stokes electronic components, have caused erroneous i elevated readings in the past." l "No other stations in the TMI Environmental Real-Time Monitoring l System had readings outside their normal ranges during the subject time periods." 1 Normal readings are within 5-10 micro-rem / hour. i l l l
2 Enclosure k 4. NRC Staff Activities During the Period The NRC staff: assigned on site consisted of the senior resident inspector, 1 one resident inspector, and a secretary. On October 7, 1987, Inspection Report No. 50-289/87-13 was issued by NRC l Region I. This report was the routine monthly resident inspector report l and covered the period from July 9 to September 4, 1987. No violations were identified. The senior resident inspector met with a representative of TMI Alert on September 16, 1987, to discuss the findings in NRC Inspection Report Nos. 289/87-09 and 87-11. Additional NRC Region I management assignments for the Division of Reactor l Projects have been formalized. Mr. Curtis J. Cowgill is now assigned as i the Section Chief for Reactor Projects Section 1A, which has responsibili-ty for TMI-1 staff, as well as certain other plants in Region I. He replaces Mr. Allen R.
