MEETING WITH WESTINGHOUSE OWNERS' GROUP 1

' EMERGENCY PROCEDURES COMMITTEE, March 8, 1989 Sunnary:

4 Geoffrey Wright of Region III presented an overview of the major findings

'of the E0P Special Team Inspection Program to date.

Your introductory remarks included a short history of emergency operating procedures (EOPs),

j and the'importance and purpose cf E0Ps from the NRC perspective.

1A Westinghouse Owners' Group Emergency Response Guideline was chaired by.

Robert' Jones, Jr., NRR/SRXB, in the absence of Chu Yu Liang. The meeting was concluded with a summary of our plars for the future. A list of i

participants is enclosed.

. Discussion:

Geoffrey Wright's presentation described the composition of the E0P review teams, the inspection methodology, the results and the conclusions.

No plants were discussed in detail. The purpose of not discussing plant i

specific inspections was to focus on generic areas in which E0Ps were not up to NRC expectations. NUREG-5228 Volumes 1 and 2, " Techniques for Preparing Flow Chart Format E0Ps", NUREG-0899 " Guidelines for the

~ Preparation of Emergency Operating Procedures, and Temporary Instructions, l

251579/92 were cited as sources of additional information on the development of Emergency Operating Procedures. The importance of i

verification and validation in the procedure generation process was also discussed.

NRR plans for the future were briefly discussed. These plans include:

1.

Inspection of all plants not previously inspected under Temporary Instruction 2515/92; 2.

NUMARC/INP0 workshops on E0P development, revision and maintenance to.be scheduled in the near future.

3.

Issuance of NUREG that describes the staff's E0P inspection findings j

and lessons learned.
