MINUTES OF MEETING WITH NUMARC STS IMPROVEMENT C0 ORDINATION GROUP REGARDING PROGRESS OF WORK ON THE TECHNICAL-SPECIFICATIONS IMPROVEMENT PROGRAM j

On December 16, 1988, the NRC staff met with the NUMARC.STS Improvement.

j Coordination group-regarding progress in developing new Standard Technical Specifications (STS). NUMARC discussed its status of developing draft STS 1

chapters, the writers' guide, a process to control the Bases, and proposed work on STS sections 5 'and 6.. The staff-gave the status of its work on line-item i

improvements, surveillance testing, defining functional operability of support i

systems, and the review process for the new STS topical reports and the lead plant conversion technical specifications.

The staff re-affairmed, with respect to relocating technical specifications requirements, that'its position is presented.in the " split report" dated May 9, 1988. The staff does not anticipate revisiting these issues. The staff further confirmed that it.did.not anticiphte revising the split report's guidance on the proper interpretation or application of the criteria'in the interim policy statement.

The next meeting between NRC and the NUMARC STS Improvement Coordination Group was tentatively scheduled for February 1989.
