SUBJECT:

SUMMARY

OF MEETING BETWEEN THE STAFF AND ARKANSAS POWER AND LIGHT (AP&L) REGARDING THE MIDCYCLE OUTAGE ON ANO-1 ANO-1 is presently in a 20 month operating cycle. On October 16, 1987, the unit will be brought down for what the licensee terms a midcycle outage. At the licensee's request a meeting was held with the staff, at which time the licensee informed the staff of its work plan for the outage. A list of atten-dees is included as Enclosure 1.

An outline of the licensee's presentation is included as Enclosure 2. As statedintheoutline,oneoftheobjectivestobeaccomplishedduringthe midcycle outage is to gather data to validate the assumptions and conclusions of the Justification for Continued Operation (JC0). The JC0 was submitted by AP&L to sup) ort plant operation with elevated containment temperatures. During review of tie JC0, the staff and the licensee agreed on certain confirmatory items to be addressed during the outage. The items concerned: 1) inspection of the reactor building (structure, liner, and penetrations); and 2) inspection of equipment. In addition to the one piece of equipment already known to recuire replacement, any other items that appear to be degraded will also be replacec.

In support of the licensee's efforts to develop a long term plan for reduction of the containment temperatures, AP&L will install temporary equipment to provide supplemental data. Equipment performance tests will also be conjucted. A'll data will be incorporated in AP&L's study of the temperature issue and the proposed long term actions. The study is scheduled to be completed in January 1988.

At the end of the presentation, the staff noted that AP&L has taken the initia-tive in determining the factors related to the high containment temperatures.

It appears that there are good programs in place for both the operation of the plant in the short term and for the reduction of the temperatures in the long term.
