- REGARDING PROGRESS.0F WORK TO DEVELOP AND IMPLEMENT THE LEAD PLANT CONVERSIONS:TO NEW STANDARD TECHNICAL' SPECIFICATIONS.

'On: December 19, 1988, theLNRC staff met with.the Lead Plant Task Group regarding-2 progress of work to develop and imp (lement the11ead plant conversions to new;

-Standard Technical. Specifications STS).

The task group discussed Lits planning.) schedules,- and contents' of.submittals -

'for the: lead planticonversions; the location and' control of requirements relocated:

out'of technical ~ specifications;;and an estimate of the work and time required to implement the newLtechnical specifications once they are approved. They-estimate-that.the'. time'to implement'the.' approved new technical specifications will be from 6 monthsito a-year.

The staff 6ffered guidance.on documentation that should accompany license amendment:

i requests that adopt the new STS. The staff also offered its current thinking

'about how it will handle amendment requests that needito be processed while the.

staff is reviewing-the new STS, about a method for implementing-surveillance l'

.testin'g: improvements ~, and about'the review process for the lead-plant conversion technical specifications.-

The: staff re-affirmed 'its position on the following two issues:' (1)Thecriteria for allowing plant specificideviations from:new STS. is described'in the minutes, '

dated June'9,-1988,-of the April 12,~1988,: meeting;between'the staff and the-NUMARC' Working Group'on Technical Specifications Improvement. -(2) The applicable content'of the new STS and license; amendment' requests that fully' adopt the'new STS-

-.is defined in.the " split report" dated May 9,/1988. 'The staff does not anticipate

revisiting these issues.
